Will image quality change?

PNG output is lossless for the re-encoded pixels. JPG and WebP can use adjustable quality and may slightly change file size or image quality.

Does it preserve transparency?

PNG and WebP can preserve transparent areas. JPG does not support transparency, so transparent areas are filled with white.
